Two finished wind farms can't reach the grid

Singing Grass (603 MW) and Cheyenne Ridge II (450 MW) are ready in eastern Colorado — but neither can send a single watt to the grid. Xcel's utility (PSCo) and a single landowner are fighting over roughly 550 feet of easement needed for the tie-lines to a nearby substation.
